Loveland police have arrested Michael Fuller, 34, on charges of murdering his mother in her western Loveland home, just weeks after he was arrested for allegedly choking a police officer during an unrelated incident.
On November 1, officers were dispatched to the home after Fuller's sister requested a welfare check on their mother, who had not been answering her phone. Upon arrival, police made contact with Fuller, who initially refused to answer the door. Officers observed a deceased person through the back door, prompting them to enter the residence to arrest Fuller and secure the scene.
Inside, investigators described a horrific crime scene with evidence of a struggle, forced entry into the victim's bedroom, and blood throughout the home. They also found a black dress suit and white shirt covered in blood and a water hose left running in the backyard. Specific details of the scene are being withheld due to their graphic nature.
"Sadly, this is a scene that is still being processed today," Loveland Police Chief Tim Doran told CBS News Colorado. "You can draw your own conclusions about how horrific that scene was."
Police continue to guard the home, which remains taped off as an active investigation site.
This incident follows an earlier arrest of Fuller on October 9 at Namaqua Park. In that case, a woman walking her dog called 911, screaming for help as a man chased her, forcing her to retreat into the Big Thompson River. She reportedly used pepper spray to keep him at bay.
Responding officers found Fuller standing in the river. As they attempted to arrest him, Fuller allegedly resisted and placed one officer in a chokehold, pushing him into the water. Another officer also reported injuries during the struggle.
Fuller was charged with felony assault on a police officer and other offenses. During his bond hearing, the Larimer County District Attorney's Office initially proposed a personal recognizance bond with a cosign requirement. However, Judge Jill Sage set the bond at $250 cash, which Fuller posted for his release.
"There was some disappointment on my part for the low amount, given this was a felony arrest involving assault on a police officer," Chief Doran said. "Under those conditions, I think a $250 bond is not appropriate."
The decision has drawn criticism from community members and neighbors, who question how Fuller was able to be released given the severity of the prior incident.
In response to the criticism, the Larimer County District Attorney's Office issued a statement explaining that they were not provided with all the critical details at the time of the bond hearing. "Unfortunately, important details of his actions, including much of his conduct toward the citizen victim, her need for pepper spray, and his apparent attempt to pull an officer into the water were not provided by Loveland Police in the bond information we had available," the statement read. "Had the full facts that Loveland Police later released been provided at the time, our bond recommendation would have changed."
Chief Doran contested this assertion, stating that the arrest affidavit did include descriptions of Fuller's confrontation with the victim and the officer being placed in a chokehold. He emphasized that any adjustments to charges requested by officers occurred after the bond hearing and should not have influenced the initial bond decision.
"I am not here to point fingers," Doran said. "Everyone involved had everything at their disposal to make the appropriate decision. I firmly believe that there is a lack of accountability in our charging, bonding, and sentencing process to where the pendulum has swung a little to where the rights of the accused far outweigh the rights of the citizens."
Michael Fuller is now being held on a $10 million bond for the alleged murder of his mother.
