The concept of purgatory is based on the Catholic belief that sin has both eternal consequences (in the form of damnation) and temporal consequences (in the form of punishment or purification). Purgatory is seen as a way for souls to expiate their temporal punishment and to be cleansed of their sins so that they can enter into the fullness of heaven.
